Advanced copy spoilers... Captain America #33
First off, this is one kick ass issue of an absolutely fantastic series. Brubaker pens a satisfying confrontation between Bucky Barnes and Tony Stark.
Bucky agrees to Tony's proposition on the condition that he doesn't have to answer to anyone, including the director of Shield.
As far as the identity of the new Cap, Tony's last line says it all "He already has the shield anyway." Before anyone complains about this being the obvious choice, understand that Brubaker's been building up to this since the moment he took over the title, and it reads as the natural progression in the character's development.
I'm still of the belief that in issue #50 (Brubaker's said that he's plotted the story out that far) Steve Rogers will be wearing the winged cowl. The fun will be in how he gets there.
For what it's worth, here's my theory:
I'm guessing it involves time travel. Afterall, Doom's part in the Skull's plan has yet to be revealed; and whenever Doom's involved there's a good chance there's going to be some time travel. At some point in the first #25 issues someone asks the Skull why he doesn't just kill Captain America, and he responds that he wants him to suffer first. I imagine this involves bringing Cap back to see what's happened in his absence; including the destruction of America and the brainwashing of Sharon and Cap's child (I think Bru forshadowed this with the inclusion of Sin and in the re-telling of her pre-mature aging and brainwashing). Skull intended to have Bucky in his service as these plans came to fruition. He didn't count on having to fight Bucky in the form of a Captain America. It would be fitting if Bucky was able to redeem himself for his Winter Soldier actions by bringing Cap back. Afterall, Cap was the one who freed Bucky from his Winter Soldier programming.
