Anyone think the process of giving people Superpowers is going to be used after 52? It seems to me that the American Government would find it pretty usefull to have that ability. Maybe even Luthor gives them the technology in exchange for being found innocent of all the charges?
Then you have the (possibly dangerous for being overused) plot device of giving normal characters superpowers.
Amanda Waller: Superbitch?;)
I love Amanda Waller's character, but she should never be a meta.
The Department of Meta-Human Affairs should move in and take control of the technology. It'd also make for some good Checkmate storylines.

They can use the everyman project in the DC-MMORPG thats coming out later this year as an explanation as to how/why there will be servers full super-heroes.

I actually see Luthor being Luthor about it.... If he can't have it, NO ONE CAN. I base this off the recent arc in Nightwing, where LexCorp project failed, some scientists stole the armor and then tried to sell it. Luthor killed them all... if he couldn't make it work, no one would benefit from it.
I think that the only references we will see to this in the future are "everymans" whose power did not get shut off. -- In the current arc of checkmate, on member of the Kobra cell can turn invisible - he got his powers from the Everyman Project.
