you know what's funny? i could honestly see a writer pulling off Dick Grayson as pro-reg to Batman's anti-reg, if DC really got down to the essence of the characters.

They'd follow the example of the Justice Society of America. ALL of DC's heroes would be Anti-Registration.

Most of DC's heroes would be anti reg. Superman, Batman, nearly all of the JSA, Wally, most of the Titans, the Outsiders would all be anti reg. Superman after all is all about secret ids, and has had recent experience with a government that he shouldn't trust. Where Superman goes, Power Girl also would go; and she isn't about doing what others tell her, (her natural sympathy to Supes notwithstanding). Supergirl might go either way, though I could see her going pro reg to spite Clark. Robin and Nightwing are also into the secret id thing. Steel certainly woudn't be, given recent events.

Diana MIGHT be pro reg, given recent events. Hal probably would, given his AF backround, but his relationship with the Oans might give a clue that he might not be pro reg.

Captain Atom seems to be a villain now, so that seems to let him out on the whole thing. Don't know about Firestorm. The old Blue Beetle certainly woudn't go pro reg, don't know about the new one.
