Would something similar work? Isnt there a GN that does something similar? A League of One or something?

There have been plenty of stories where DC characters have individual stories ranging through time, I don't think DC needs to mimic something Marvel already did (and did very well). I recently bought a book where Batman was trying to catch Jack the Ripper. Gotham Tales by Gaslight, I think it was called. It wasn't a pocket universe that contained all the DC charactes, but it's still a good story, and I'm sure there are plenty others out there.

True.
But if you wanted a historically grounded story, it would be almost impossible to do one in the late 16th/early 17th century without dealing with the religious warfare.

How bout Green Lantern Evils Might. Grounded in the early 20th century. It had everything from the Bowery Greens to Boss Tweed and Tammany Hall.

IIRC, it's just "Gotham by Gaslight". It's considered to be the first Elseworld even it it wasn't marked that way. Truly, an excellent story. There's a sequel called "Master of the Future". It's not so good but it's a decent, well-written story penciled by the great Eduardo Barreto.
It wasn't a pocket universe that contained all the DC charactes, but it's still a good story, and I'm sure there are plenty others out there.

There is an Elseworlds story, 'Riddle of the Beast' which has the medival-fanstasy setting.

It was called "Riddle of the Beast." And it was one of my favorite Elseworlds stories, by far. Great painted artwork too.
