Probably not. I'm not going to lie to you, there are no good jumping on points IMO because the story is so rich and dense. I reccomend that you pick up the first two trades. They are worth it. I can't reccomend it enough. It's like nothing else on the shelves today.

I'd have to go back and look, but don't they summarize the story at the beginning?

Yeah, but to really take it all in you need to read the book. There are some things (subtleties and such) that would be lost on new readers. The book is so dense and layered that I don't think one paragraph summaries do it justice.

I did the best I could, but, really, how do you sum-up such a rich and detailed book in a sentence or two? :p
That aside... as far as a jumping-on point, while the book is certainly getting more and more action-packed these days, I'd suggest getting the first TPB and going from there...

Definitely. Its well worth it for the EricJ art alone! ;)
