What happened at the end of Lightning Saga

I only read JSA and JLA, I remember Lightning Saga happening and I remember the Flash (Wally West) coming back, what I don't remember or understand is that the Legion of Superheroes went back to their future with something or someone, what was it?

They came back to retrieve a mysterious "someone", who is contained in the small wand Brainy was holding, which everyone refers to as a lightning rod. It was that energy/person the Legion came back to retrieve; Wally's return was a serendipitous side-effect.

There is a great deal of debate over who is in the rod - the two leaders are Bart or Barry Allen.

The wand is seen in the teasers ads in Action (and on the 'rama's front page), so it will play a role of some import, it would appear.
