We don't officially know yet, but since Roberto Aguirre-Sacasa isn't writing any of it, I doubt that's what he was building towards.

I think Joe Q said that Mystic Arcana will establish some rules for magic in the Marvel Universe, but it's not the big even that RAS was building toward.

Speaking of RAS, he has a play making its Chicago premiere at the Goodman Theatre in the upcoming season. Fun times.
