Were these two characters simply created to be killed for this issue or have they made any other appearances? Why is there no one questioning their absence? Has anyone ever held the Guardians to task for decisions they have made??

I have never seen either one before, but with 3600 sectors that is a lot of characters that will never be identified. There will always be the potential for throw away Lanterns. The Guardians don't feel that they have to answer to anyone and have the power to back up the decisions that they make.

The humanoid Green Lantern, Thormon Tox, was a new character.
Xax - the little insect - has been around forever. He first appeared in a GL conference in GL # 9, back in 1961 - where Sinestro impersonated the appearance of Hal Jordan. Xax and Hal became friends back then, and he showed up in Corps-related stories over the next 25 or so years. Until he was killed off in Crisis On Infinite Earths.
But that wasn't the end of Xax - he joined the Darkstars in the 1990s...though his return from death was never explained. Who knows - maybe we haven't seen the last of Lady Styx' new earrings.

by the way, i really enjoyed how the artist that ish made Tox look like Gil Kane drew him. intentional or not...that was cool.
