We've seen the reintroduction of someone very similar to Azrael in Manhunter when we know the series is going to end very soon - this suggests somethings planned in the wider-DC scheme of things. We hear Manhunter's going to be in a team book - but it doesn't look like its going to be permanently Birds of Prey (whose cast will be rotating). Simultaneously, the Manhunter writer creates the Nightwing-annual. A whole bunch of characters, such as Ion, Donna Troy, and so on, are suddenly being pushed to prominence. We hear the monitors are watching a bunch of people who were supposed to die.
And people have been suggesting rumours of a new team featuring the likes of nightwing, supergirl and whatnot.
If you put the pieces together, I'd hazard we'll be seeing a new team-book written by Marc Andreyeko featuring Manhunter, Azrael, Nightwing, Donna Troy, Ion, Firestorm and Supergirl.
If that isn't the plan DC, then if anyone from DC is reading this, think about how great that book'd be creatively and how many copies it would shift in comparison to the books of those characters within it - allowing you to continue their stories without compromising sales.
